Purchase Of A Used Out of State Vehicle
All vehicles and vessels that will be used within the State of Washington must be licensed. Preowned vehicles that have out-of-state plates and documentation must be registered immediately after purchase. The dealer may have already taken care of the licensing for you. Ask your dealer if this is so.
To apply for a title, you may either:

Some items you will need when you come into the office or mail your documents:
- Certificate of Title
- Bill of Sale
- Name and address of lienholder(s)
- Notarized signature on a Washington State Title Application
- Weight certificate, unless scale or empty weight is shown on the title
- Federal odometer statement on vehicles less than 10 years old
- Emission test may be required (see Emissions Below for more information).
- Out of country vehicles will require customs documents
- Picture ID
- Cash, check or money order (credit cards and debit cards are not accepted)
NOTE: To legally operate your vehicle while waiting for any of the above documents, a 3-day permit or a 60-day temporary permit is available. A purchase order, picture identification and all tax and license fees are required for the 60-day temporary permit.

THE CLEAN CAR LAW: Starting with 2009 models, new vehicles must meet strict clean air standards to be registered, leased, rented, licensed, or sold for use in Washington. This includes cars, light duty trucks, and passenger vehicles (SUV’s and passenger vans. New vehicles that do not meet clean car standards cannot be registered, leased, rented, licensed, or sold for use in Washington.
