2009 FLEET BILLING INFORMATION
As a vehicle licensing subagent we can renew your fleet billings in a timely manner. All fleet vehicle registrations expire on December 31,2009. Accounts not processed by December 31, 2009 will be cancelled. Additional fees may be charged to reinstate the account.
BEFORE you submit the renewal notice, you must:
Update the notice with changes
- To change a vehicle’s Use Class, Equipment Number, or Gross Weight Amount, cross off incorrect information and print new information in the “changes” column on the billing list.
- To delete a vehicle, highlight or circle the License Plate Number in the billing list.
- To add a vehicle, print the License Plate Number, VIN, Scale Weight, Equipment Number (optional), and Gross Weight Amount (for vehicles with truck plates only) on the last page. If necessary, use a separate sheet of paper.
- Print the name, phone number, email address, and fax number of the contact person on your billing.
New mandatory requirements
- You must provide the gross vehicle weight rating (GVRW) code for all the vehicles in your fleet, except trailers. The codes are found at the bottom of each page of the billing notice. Enter the code on the billing notice in the GVRW column. If the code has been pre-printed on the form, you will not need to provide it for that vehicle.
- If a vehicle is used to transport hazardous materials that require a placard, enter “Y” in the HAZMAT column on the billing notice. If it does no, leave the column blank.
- If a vehicle with a GVRW of 4, 5 , or 6 tows a trailer with a GVRW of 10,000 pounds of more, enter a “Y” in the 10K TLR column on the billing notice. If it does no, leave the column blank.
- In the SCALE WEIGHT column, if a weight is not listed, you must provide a scale weight slip for that vehicle or trailer. The weight slip must identify the vehicle by license plate or VIN.
NEW LAWS AFFECTING FLEET VEHICLES
Transportation Benefit Districts
In 2007 a law passed that allows city or county governments to create a Transportation Benefit District (TBD) and impose a vehicle registration fee to fund transportation projects. To find out which jurisdictions have established a TBD, visit www.dol.wa.gov, under “Vehicle Registration” select “Fees” , and then “Local transportation Benefit District Fees”.
State Parks Donation
A new law Requires the Department of Licensing to include a voluntary $5 donation for vehicles registered under 46.16.0621 and 46.16.070 with declared gross weight of ten thousand pound or less. A $5 donation per qualifying vehicle will be added to your total. Please indicate on the first page of the billing notice if you wish to donate the amount shown on the last page of the notice. Your donation keeps state parks open. Additional or separate donations may be made to support Washington State Parks by placing a check in a donation box at a state park of by mail to Washington State Parks Headquarters Office, 1111 Israel Road SW, Olympia WA 98504-2650.
DOT Intrastate Numbers for Commercial Vehicles
Vehicles that meet the definition of a commercial motor vehicle must have a federal Department of Transportation (DOT) number to be licensed.
Letter Codes:
- B – Regional Transit Authority (RTA) tax may apply. The system could not determine if your address is within the boundary. If your address is outside of the boundary, circle the “B” and the RTA will not be charged. For assistance call Sound Transit at (877) 755-4550.
- C – The commercial Vehicle Safety Enforcement Fee (CVSEF) of $16 will be charged. Vehicles operated under RCW 81.68 (Auto Transport), RCW 81.70 (passenger-Charter), RCW 81.77 (Solid Waste), RCW 81.80 (Motor Freight), RCW 81.90 (Limousine) and do not transport hazardous materials are exempt, circle the “C” and the fee will not be charged.
- D – Vehcile has a gross weight license of 28,000 lbs or greater and a use class of CMB, COM, FIX, F/H, LOG, or STA. Vehicle owner and driver are subject to federal drug program found in Title 49 CFR Part 382 controlled substances and alcohol use testing.
- E – Emission Inspection Required.
- F – Requires proof Federal Heavy Vehicle Use Tax was paid. Submit a copy of the IRS schedule 1 form 2290
- I – includes $5 Washington State Parks donation
- L – Transportation Benefit District fee will be charged
- P – Vehicle record reflects unpaid parking tickets. You must provide a receipt from the court as proof the outstanding parking ticket(s) have been paid.
- Q – (AVE Column) The system could not identify the address. You must change the address for this vehicle online at www.dol.wa.gov or in office.
- R – (CODES column) State law requires license plate replacement.
- S – A shortage amount is due to the DOL. It must be paid before you can renew. Contact a licensing office for more information.
- T – Regional Transit Authority (RTA) will be charged. For questions, call Sound transit at (877) 755-4550.
